Summary of Relevant Experience:
Mr. Stevens has 40 years of experience in the USAF, Air National Guard (ANG), DHS Customs and Border Protection (CBP), and as a defense contractor. He was chosen to stand up the Mission Qualification Training (MQT) program for the Air Force Security Forces designed to train the warfighter on how to employ the group 1 Small UAS (Raven) during overseas deployments. Mr. Stevens was selected to be the very first Program Manager for Unmanned Aircraft at HQ USNORTHCOM and was chosen to be a member of the SecDef level Joint Counter-Low, Slow, Small UAS (JCLU) Joint Test conducted at Nellis AFB, NV. He successfully developed TTPs to detect, track, and identify Counter-UAS threats and served as the Homeland Security and Homeland Defense expert. He was directly responsible for establishing TTPs to declassify DOD Link-16 tracks shared and displayed at a law enforcement agency (LEA) facility. Based on his extensive DHS background, Mr. Stevens was hand-picked to serve on the initial CONOPS team to help write, coordinate and obtain VCJCS approval for unmanned aircraft flown in the National Airspace System (NAS). He served as an Air Weapons Controller and Director of Operations at the 154th Air Control Squadron (HIANG), as well as Commander, Counter Drug Operations in Columba, South America. He was the Senior NGB Liaison to, and a GS-12 certified air traffic controller at the DHS/CBP Air and Marine Operations Center (AMOC). Mr. Stevens later served as an Operations Analyst performing air and maritime coordination for the Missile Defense Agency at USCG District 14 Headquarters in Honolulu.
